Failure of land acquisition is blamed
Asif Showkat Kallol: The construction of 16 regional passport offices is going on in a snail pace due to failure of land acquisition at different districts by the authorities concerned, an Official said.
Official of Public Security Division said, construction of the regional passport project may not be completed by scheduled time due to different reasons including the legal complication of acquiring the land for passport offices.
People of different districts are coming to Dhaka or other cities to get their passport which is wasting money and the time for passport seekers, official also said.
On June 7, 2018, the Executive Committee of the National Economic Council (ECNEC) approved the project of construct 16 regional passport office buildings, aiming to improve the passport services in 16 districts with a cost of Tk 87 crore.
According to the project proposal, the duration of the project was July 2018 to June 2021.But an additional cost of Tk 20 crore will be added to the regional passport projects.
According to directive of meeting, the Project Directors (PD) of the project will maintain constant communication with the Deputy Commissioners at the relevant districts. If necessary, the PD will take necessary supports from Public Security Division of Ministry of Home Affair.
A new proposed passport office will also be set up in Gazipur and delay of acquiring land resulting raising cost of projects.
Sources Public Security Division under ministry of home said the first steering committee meeting of regional passport office at Home Ministry authority reveals the causes as the authorities have become unable to acquiring lands for regional passport offices . Meeting was presided over by Public Security Division secretary Mohammad Shahiduzzaman.
Public Security Division secretary told Daily Industry “We will immediately solve the legal completion”.
“But the division takes initiative to expedite land acquiring of work in different proposed passport offices” he pointed out.
According meeting minutes, Of 16 proposed regional passport offices, The land owner of proposed passport office of Narail has filed a case against the authority in acquiring land for Narail district. Besides , the concerned authority has canceled the approved land of Joypurhat and Project director already sent a letter to Public Security Division about find out new land there .
The Public Security Division of Home Ministry will send a letter to land ministry as the authority decides to set up the passport office on the government Khas lands at Narail, Thakurgaon and Chuadanga.
The government has already paid the money for land acquisition of Khagrachhari, Pirojpur, Jhalakati and Sherpur, but there is no progress.
Necessary funds have been provided to the authorities concerned for acquisition of lands at Gaibandha, Lalmonirhat and Panchagarh.
Deputy Commissioner of Kurigram has already sought a directive from cabinet division to construction of building of regional passport office in Kurigram.
The Concerned authority has started the process of acquisition of land for set up passport office in Nilphamari, Natore, Meherpur and Bandarban.
Khas land means government owned fallow land, where nobody has property rights. It is land which is deemed to be owned by the government and available for allocation according to government priorities.
Now name of the 17 proposed passport districts are Gazipur,Bandarban, Khagrachhari, Narail, Chuadanga, Meherpur, Natore, Joypurhat, Pirojpur, Jhalakati, Lalmonirhat, Gaibandha, Nilphamari, Thakurgaon, Panchagarh, Sherpur and Sylhet.
