Cost estimated at Tk 8,900 cr under PPP
Golam Mostafa Jibon: With the rapid progressing of construction work, the authorities concerned have taken preparation to open a part of the Dhaka Elevated Expressway by December 2021.
The entire project is expected to be completed by June 2023. Now the work of the first and second part of the project is going on from Kawla adjacent to the airport to Tejgaon rail gate.
The work of third parts will be implemented from Tejgaon to Kutubkhali.
The government has taken up projects like Metro Rail, Bus Rapid Transit (BRT) and Dhaka Elevated Expressway across the capital to relieve the city dwellers from traffic jams.
About 20 Km long Elevated Expressway is under construction at this stage. The implementation cost of the project has been estimated at around Tk 8,900 crore on the basis of Private Public Partnership (PPP). The fund of the projected is being provided by Italian Thai and Chinese companies Sinohydro and China Sendom.
Of them, 51 percent is owned by Italy and Thailand, while Sinohydro owns 14 percent and China Syndome owns 35 percent. The three companies have already borrowed $861 million from China Exim Bank and ICBC Bank, which is in sum of Tk 7,300 crore. The bank has already waived off two loans.
According to the sources, around 56 percent work of the project has been completed from Kawla to Banani railway station in the first phase. The authorities concerned of the project had a plan to open this part by December this year.
Meanwhile, the construction of 333 out of 350 piers in the section from Kawla to Banani Railgate has been completed. Some 150 girders have already been installed.
Relevant sources said, the construction works had been remained almost halted for around three months since March due to countrywide lockdown over corona pandemic.
But now, the work has got momentum and is going on in full swing. The girders making work has also resumed. The work of the first part will be much more visible in the next three months.
According to the source, measure to accommodate all the staffs, officers, employees, engineers and workers has taken up in the project area so that the work is not disrupted. Besides, healthy safety measures have been taken to prevent further spread of cononavirus in the site area.
Project Director AHMS Akhter told The Daily Industry that “The construction of 11-Kilometer project will be completed by December 2021. Soon after, this part will be opened for vehicular movement.” There will be 31 ramps for getting on and off the expressway. You can go up to 15 points and you can go down to 16 points. The main expressway will be 19.73 Kilometers. Outside of this, the distance will be 27 Kilometers. There will be 8 toll plazas at 8 points on the expressway.
After completion of cent percent construction work, it will be possible to reach Kutubkhali from Kawla adjacent to the city’s airport in a very short time. It will save both time and money. The car will be able to run with a speed of 80 Km through the expressway. No three-wheeler will be allowed to get up on the expressway. If it is opened for vehicles, the traffic congestion on the road from the airport to Farmgate, Magbazar, Paltan, Motijheel and Jatrabari will be reduced in a great extent. The suffering of the people will also decrease.
