Uncertain in Tk 23.5cr Sonali Bank loan recovery
Farhad Chowdhury: There have been allegations of grabbing Molla Spinning Mills worth Tk 100 crore in the name of Awami League at Baghhata area of Narshingdi. A case was filed on behalf of the lender institution Sonali Bank Limited against district Awami League member Ataur Rahman alias Sweden Ataur. They demanded stern action against the illegal occupants of responsible industrial unit for large amounts of debt. According to bank sources, in the year 2002, Mollah Spinning Mill was established by Abdul Matin Mollah. Sonali Bank has provided Tk 15.50 crore as project loan to the organization and Tk 8 crore as working capital. But the company fell in loss due to irregularities and corruption by its executive director Amjad Hossain Bhuiyan.
As a result in 2005, chairman of the mill Abdul Matin on condition of exemption from the payment of the liability and all the shares of himself and two children were transferred to Amjad Hossain Bhuiyan and Amjad’s wife and children. Subject to the proposal of changing ownership is approved by the bank. But as per the conditions, the Sonali Bank canceled Amjad Hossain as a management authority for not paying any money and having relation with the fraudulence with the connivance of the Register of Joint Stock Company.
At the same time, the bank ordered Abdul Matin to take charge of the mill. In view of this, on 1 November 2015, Matin Molla took possession of Mills. Meanwhile, the complainant, District Awami League member Ataur Rahman conspired to seize the factory due to ownership complexity. In 2013, he rented the factory for 10 years from Amjad Hossain Bhuiyan. But when Motin Molla took control of the factory at the bank’s direction, Ataur tactfully rented the factory for one year from his (Motin) intervention by local public representatives. But after the expiry of the contract, Motin Mollah could not receive it due to illegal occupancy by Ataur Rahman. He is not even paying rent; hence in contrast, Ataur broke the signboard of Spinning Mills and attached the signboard of ‘Sweden Bangla Textile Mill’. On this incident, Matin went to the Narshingdi Sadar Police Station but for the intervention of the influential people, the police took the complaint as general diary (GD) without taking a case.
On May 26, a delegation of Sonali Bank went to visit the factory. But Ataur’s people kept blocking the bank authority for an hour. Later, the delegation visited the factory by the intervention of the senior authority. On behalf of the incident, On September 30, Senior Principal Officer of the Industrial Credit Department of Sonali Bank, Mohammad Belal Hossain filed a case against six people, including illegal occupant Ataur Rahman, for adjusting the bank loan.
He said, the accused have illegally occupied the bank’s owed industrial unit for three years. They destroyed the properties, machinery and equipments. They embezzled the money by leading the organization. We did not find the existence of machinery bought by the money of state state-owned bank. Due to illegal use, carried out damage to buildings and machineries worth about Tk 4 crore. We have demanded the eviction of the occupiers for the sake of the government interest. When asked about the Mollah Spinning Mills, Chairman Abdul Matin Mollah said, “Due to the conspiracy of Amjad Hossain Bhuiyan my dream company fell in crisis. After getting the bank instructions, we prepared to start the factory again. But Sweden Ataur’s strategy was to grab the factory and did conspiracy to sabotage the mill. He has occupied the factory by using the name of the political party. Even if we go to the administration, nobody is cooperating for the influential people. So, we went to the High Court to get the factory back.”
Amjad Hossain Bhuiyan said, “Sweden Ataur is not paying rent now. He is paying the ruling party leaders and workers. But Amjad denied accusations against himself. Accused Ataur Rahman said,”I have hired the factory for 10 years from Amjad Hossain Bhuiyan. Why the bank said it has been grabbed, it will be proved in the investigation”. When asked about not paying the rent – he said, “Those who claim ownership of the factory today, they have sued to the High Court for returning ownership. They cannot claim ownership before the verdict. Because of the public representatives, we were forced to rent them (Matin).” Investigation officer of the Narsingdi Sadar Model Police Station, Billal Hossain, said “At the time of initial investigation, Sweden Ataur’s claim was not found truth. He is operating the mill illegally under his occupying. The final report will be submitted to the court as early as possible, he added”.
