Some hospital, diagnostic centre and clinic owners in different districts said, the new rules for licensing and renewal have created various complications
Shahin Molla: Around half of the private hospitals, clinics and diagnostic centers in the country are running without valid licenses putting the lives of patients at grave risk.
According to the Directorate General of Health Services (DGHS), there are over 14,000 hospitals and clinics in the country in private sector. Of them, some 7,335 have licenses, while rest others are running after submitting applications for license or approval.
More than 10 percent of hospitals and clinics have been running illegally without submitting any application for license.
If a hospital or clinic wants to get license, it must be fulfilled some criteria. There is needed at least three doctors, six nurses and two cleaners in the hospital as mandatory. Some 80 square feet space is need for each bed, while air conditioner is a must for operation theatre. There are needed modern equipments to ensure smooth services. Besides, Trade License, TIN Number, BIN Number, clearance certificates of Environment and Narcotics Department are also needed here to continue services. But, most of the hospitals or clinics in the country are not complying with the obligations.
If someone submits an application for approval, a three-member team led by a Deputy Director level officer of the Health Department will inspect the site and issue the license as per provision. If the requirements are not fulfilled, the team will cancel the application.
The government realizes Tk 50,000 in Dhaka and Tk 40,000 in district and upazila level for providing approval or license.
Source of the health department said, some hospitals or clinics authorities hire doctors, nurses and some equipments before getting approval. After obtaining the certificate, the hospitals or clinics run amidst huge irregularities.
Dr Md Farid Hossain Miah, Director (Hospital) of DGHS said, “The process to get license through online is more confidential than manual. It is not possible to apply excluding a term or condition. Earlier, the name of one doctor was used at many places. But now, there is no such scope. None will be able to use his name at one more places.

It takes long time to complete the process after filing the application. The inspectors delay to submit report.
Earlier, the fee for a 10 bed hospital was Tk 5,000, for a diagnostic centre at Tk 1,000. Now, it has stood at around Tk 75,000 together.
On the other hand, allegation has been intensified that Northern Private Medical College and Hospital in Rangpur is running without appropriate license for long. Not only that, the medical college is continuing admission activities for the new students violating the rules and regulations.
While contacted, Prof. Dr. AHM Enayet Hossain, Director General of Health Education Department recently told the media that, “The medical college has been carrying its activities without renewal of registration. Even, it is not complying with the rules of concerned ministry and department. The college authorities are continuing the admission each year on the directive of High Court. Consequently, the department cannot take any step in this regard.
